on-call target. Planned target upon which fires or other actions are determined using
deliberate targeting and triggered, when detected or located, using dynamic targeting.

passive defense. Measures taken to reduce the probability of and to minimize the effects of
damage caused by hostile action without the intention of taking the initiative.

physical characteristics. Those military characteristics of equipment that are primarily

physical damage assessment. The estimate of the quantitative extent of physical damage to
a target resulting from the application of military force. (Approved for incorporation
