Air Force Doctrine Publication 3-60, Targeting 11 constantly engaged with the strategy, plans, and operations divisions within an Air Operations Center (AOC) at all stages in the air tasking cycle. Additionally, judge advocates are usually available at the expeditionary wing and group level to assist commanders, aircrew, and planners at the tactical level with targeting-related issues. It should be emphasized, however, the military commanders and operators, with proper authority, make the ultimate targeting decisions after counsel from the judge advocates. Nonetheless, legal considerations should always be addressed when analyzing military necessity, distinction, hostile act, imminent threat, or military advantage by the air component commander and JFC.
