Air Force Doctrine Publication 3-60, Targeting 19 TARGETING AND THE AIR TASKING CYCLE The joint air tasking cycle is an analytical, systematic cycle that focuses air efforts on accomplishing operational requirements. Much of the cycle is conducted through an interrelated series of information exchanges and active involvement in planning, target development, air execution, and assessment, which provide a means to request and schedule joint air missions. The air component leverages the six stages of the air tasking cycle to fulfill targeting tasks and to support the six phases of the joint targeting cycle. However, unlike the joint targeting cycle, the air tasking cycle is constrained by time. The six stages of the air tasking cycle promote flexibility and versatility with a series of ATOs and related products in progress at once and by responding during execution to changes in the OE. To review air component processes at each stage of the air tasking cycle, it is assumed they occur during the conflict portion of the competition continuum. STAGE 1: OBJECTIVES, EFFECTS, AND GUIDANCE Prior to this stage occurring, the continuous joint targeting cycle integrates the other processes of planning, intelligence, and operations to generate joint force guidance and develop targets. During this time, the air component develops a JAOP that supports the overall JFC objectives. These objectives provide focus for staff at all stages of the air tasking cycle and give targeting personnel the overarching purpose for their efforts. To implement guidance, the JFC establishes a formal operational battle rhythm. This series of recurring meetings and working groups provides key touchpoints to integrate the targeting process across the joint force. Two such forums are the JTCB and JCMB. Joint Targeting Coordination Board (JTCB). The JTCB is a group formed by the JFC to perform broad targeting oversight functions, typically chaired by the deputy JFC, the J-3, or a component commander. The JTCB provides a forum where components synchronize their targeting priorities and activities with their respective schemes of maneuver, ensuring all efforts are integrated to meet the JFC’s objectives. During this stage, representatives from the AOC Strategy Division (SRD) attend the JTCB to provide input on air component operations and, in turn, receive JFC guidance, intent, and apportionment decisions.
