Air Force Doctrine Publication 3-60, Targeting 21 Target Development Nomination (TDN). During this phase, the air component can submit TDNs to the JFC for inclusion on the candidate target list (CTL). The submitted TDN is developed, vetted (if required), and validated during the joint targeting cycle, then submitted to the JFC for approval. If rejected, the TDN can be subject to further target development. If approved, the target could be placed on the JTL, RTL, or GITL. The JFC may also prohibit or restrict joint force attacks on the TDN based on military risk, LoW, ROE, or other considerations such as civilian harm mitigation.30 These restriction categories include an NSL and RTL. Component Prioritized Collection List (CPCL). In parallel with the JTCB, the JCMB will propagate collection guidance to the components. Based on this guidance, the ISRD reviews the AOD and then begins identifying collection and exploitation requirements. Targeteers work closely with collection managers to ensure that target development, prestrike, and poststrike requirements are integrated into the collection plan, along with any changes that occur throughout the tasking cycle. Intelligence support is also required to prepare for future targeting during execution (e.g., to pre-task real-time ISR assets) and to support poststrike assessment of success. The initial effects of non-kinetic operations are often subtle or may be of short duration, serving primarily to enable other actions. It may take days, months, or even longer for their full effect(s) to emerge, if at all. Joint Integrated Prioritized Collection List (JIPCL). Once the air component commander has approved the CPCL, the ISRD forwards it to the JCMB for inclusion in the JIPCL. The JIPCL is a prioritized list of intelligence collection and exploitation requirements needed to support future target development efforts and to measure whether desired effects and objectives are being achieved. 30 For additional information on protection of civilians, see DoDI 3000.17, Civilian Harm Mitigation and Response. The JFACC and the JIPCL The JFC may delegate authority to the JFACC to coordinate the JIPCL based on having the preponderance of theater ISR assets. In these cases, the ISRD will consolidate CPCLs from the various components and create the draft JIPCL prior to sending it for approval to the JCMB.
