Air Force Doctrine Publication 3-60, Targeting 22 STAGE 3: WEAPONEERING AND ALLOCATION Weaponeering and allocation are two aspects of the air tasking cycle that function together to produce the MAAP and are integral to targeting. During this stage, the approved JIPTL is pushed to the air component by the JFE. However, coordination for both weaponeering and allocation commences before this final JIPTL approval and continues into execution planning (stage 5). Weaponeering. This is the process of determining the specific means required to create a desired effect on a given target. Weaponeering identifies the whole range of engagement options that may affect the target and highlights or selects the most appropriate engagement capabilities commensurate with desired effects for each phase of the campaign. Targeteers quantify the expected results of kinetic and non-kinetic capabilities employed against prioritized targets to create desired effects. This results in probable outcomes over many replications of an event. It does not predict the outcome of every munition delivery but represents statistical averages based on modeling, weapons tests, and real-world experience. Weaponeering is normally done by the Targets and Tactical Assessment (TTA) team from the ISRD using validated data and methodologies (see Appendix A).
