Air Force Doctrine Publication 3-60, Targeting 24 to ensure all-domain operations (space, cyberspace, information, and electromagnetic warfare) are deconflicted, appropriately resourced, and phased over the operating area. TTA provides planners with a variety of tools to help summarize and quantify the effects of non-kinetic operations. Furthermore, it may be necessary to leverage specialized teams, as authorities may reside at CCMD or higher levels. MAAP. The MAAP is the air component commander’s time-phased air component scheme of maneuver for a given ATO period, synthesizing commander’s guidance, desired effects, supported components’ schemes of maneuver, friendly capabilities, and likely enemy COAs, and allocating friendly resources against approved targets.35 STAGE 4: ATO PRODUCTION AND DISSEMINATION This stage finalizes the ATO and associated orders and disseminates them to combat units and is accomplished by the ATO production team located in the AOC’s CPD. This stage is based upon commander’s guidance (especially the AOD), the MAAP, and component requirements. The ATO, ACO, and SPINS provide operational and tactical direction at appropriate levels of detail. Concurrently with the ATO, the AOC should make targeting instructions and target materials available to tactical units to assist in their mission planning. Considering the air tasking cycle is time-dependent, production requirements are built around time periods for planning, preparing, executing, and assessing. The Air Tasking Order Production Rhythm figure shows that on any given execution day, five ATOs are either being developed or processed.
