Air Force Doctrine Publication 3-60, Targeting 31 APPENDIX A: TARGETING AUTOMATION Inputting, updating, and verifying the vast amount of data needed to execute every stage of the targeting cycle requires automation to function successfully. Targeting automation leverages technological advances in software coding, computing, and network bandwidth to support the joint targeting process more efficiently and effectively. Targeting automation uses artificial intelligence and machine learning systems, applications, and database technologies to accelerate intelligence-driven development, data management, and information accessibility, systematically linking objectives and guidance to the target information and assessments required. Two foundational elements of targeting automation are common target data standards and data interoperability. These elements enhance the ease of information sharing amongst components, joint force elements, federated and reachback organizations, and multinational partners. This emphasis on sharing allows targeting automation to facilitate real-time, virtual, collaborative, and multilayered security analysis and planning. Finally, target automation is necessary to achieve the mass and speed required for targeting in a peer conflict. Targeting automation architecture should accommodate data transfer in contested, degraded, or operationally limited environments. It should also evolve to include both kinetic and non-kinetic capabilities to more fully exploit an effects- based approach to operations. 43 COMMON TARGETING TOOLS AND APPLICATIONS Joint Targeting Intelligence Modernization (JTIM). JTIM is a combined Office of the Undersecretary of Defense (OUSD) for Intelligence and Security and JS J-2 initiative to enhance the targeting cycle and targeting enterprise to deliver intelligence to warfighters by defining and monitoring progress toward a resilient, secure, and scalable array of enterprise-level data, products, and services. Modernized Integrated Database (MIDB) / Machine-assisted Analytic Rapid- repository System (MARS). MIDB is DoW’s authoritative, all-source repository of worldwide general military and target intelligence. The Defense Intelligence Agency (DIA) is the functional manager for MIDB. MIDB’s architecture consists of databases that continuously replicate worldwide amongst hundreds of nodes on a variety of networks and between different security levels. This architecture provides the infrastructure for data exchange between intelligence and operational consumers from national to tactical levels. MIDB provides a baseline source of intelligence on installations, facilities, military forces, population concentrations, C2 structures, and equipment, as well as target details. Because of MIDB’s replication architecture and business rules designed to protect data integrity, MIDB serves as the national database for all target lists, NSLs, and textual data in electronic target folders. Many targeting automation tools pull from MIDB. The replacement for MIDB will be MARS. 43 For additional information on targeting automation, see Appendix B of JP 3-60, Joint Targeting.
