Air Force Doctrine Publication 3-60, Targeting 38 Joint Electromagnetic Spectrum Operations (JEMSO) Office is aligned under USSTRATCOM J-3 as the DoW operational lead for electromagnetic spectrum operations. The JEMSO Cells develop and execute processes to integrate command EMS related staff actions, offices, and activities to support mission requirements and to carry out JEMSO related responsibilities for each specific CCMD. EMSO planners, including weapons system SMEs who serve as liaison officers, are integrated into each AOC division. US Strategic Command (USSTRATCOM) Joint AOC (608 AOC) executes USSTRATCOM’s Air Tasking Cycle through all phases of conflict. It provides the JFACC assessments of operational-level plans and target development for global bomber missions. It also provides situational awareness of all USSTRATCOM airborne/alert aircraft through all phases of conflict. Other responsibilities include building enduring processes with the geographic CCMDs and other functional AOCs through planning and integration to enable unity of effort in support of military and national security operations. United States Special Operations Command (USSOCOM) provides planning and execution of global special operations activities and missions with four components and one sub-unified command, the Joint Special Operations Command (JSOC). Within the AOC, SOLE personnel enable targets, teams, air taskings, and missions are coordinated during all planning and execution phases. OTHER DOW ORGANIZATIONS The National Ground Intelligence Center (NGIC) is the US Army’s main intelligence production center that provides a wide variety of ground forces intelligence. The NGIC produces scientific and technical intelligence and military capabilities analysis on foreign ground forces in support of national policymakers, joint force warfighters, and research and development communities. The Office of Naval Intelligence (ONI) is the leading provider of maritime intelligence to the US Navy and joint warfighting forces, as well as national decision-makers and other consumers in the Intelligence Community. ONI has five Centers of Excellence, each a distinct command. It also has the Farragut Technical Analysis Center, which conducts strategic scientific and technical intelligence analysis of foreign technologies, sensors, weapons, platforms, combat systems, C4ISR, and cyber capabilities. The Marine Corps Intelligence Activity (MCIA) is the service intelligence center of the US Marine Corps that provides tailored intelligence for littoral areas. The National Space Intelligence Center (NSIC) is a field operating agency of HQ US Space Force that provides foundational, scientific, and technical intelligence to inform national leaders, joint force warfighters, and acquisition professionals. NATIONAL AGENCIES AND ORGANIZATIONS Defense Intelligence Agency (DIA) is a major producer and manager of foreign military intelligence with a worldwide outlook. DIA provides worldwide support to military operations by producing completed target intelligence for SecDef, CCDRs, and JFCs.
