During this step the decision is made to engage the target in some manner to create desired effects and the means to do so are selected and coordinated (see Figure II-15). 2. Input to the target step: a. Identified, characterized, located, and prioritized target. b. Restrictions: CDE guidance, WMD consequences of execution, law of war, ROE, NSL, and RTL, component boundaries, and fire support coordination measures (FSCMs). c.
